President's Corner - August 2009

Greetings Fellow members,

Hope everyone has enjoyed their summer with friends and family. The 4th of July weekend was a big week for us at USARM and the Red Bull MotoGP at Mazda raceway Laguna Seca. During this weekend we also held our annual membership meeting on Friday afternoon after the races in the Turn 11 grandstands. This picture has been on the front page of our website since then. More about that in a minute.

The MotoGP was a huge success story for the Club as we scored the "Best Friday inspection" by DORNA and FIM for 2009 by any course marshals organization to date and this was the 8th event of the race year for FIM. Better yet was the fact that we had a USARM personal best of 3 days, only 1 lap inspections, and the other inspections that were scheduled prior to each FIM event were cancelled for the remainder of the weekend. These results didn't happen by chance but rather large amounts of pre-race efforts by the board and the MotoGP committee led by Ted Kuwada and his many months of preparation. Pre-race track preparation had Jan Kaufman and Ted at the track for the week leading up to Friday's practice.

Our training committee had prepared a motorcycle only marshalling booklet and we had the on-line training with a video provided by DORNA which a large percentage of workers had watched prior to coming. Training by the Turn marshals in the morning also provided the new and seasoned workers with information that applied to the race weekend. I personally saw TM's and our seasoned crew teaching new members in the finer art of flagging in several turns. This team spirit is what sets us apart from other worker organizations.

We held our annual meeting on Friday after the races in Turn 11 grandstands with 300 members present. After coming off course and turning in their equipment, grabbing a few beers and other soft drinks, we all proceeded to the grandstands. Worker awards were presented by Jan Kaufman for outstanding service to the club and others. There were no life time memberships this year. My sincere congratulations to all recipients.

Gill Cambell, Mazda Raceway CEO hobbled up on her crutches, and presented USARM with a 50th anniversary T-shirt designed by our Rosebud, Chris Vlastelica and Ms. Cambell. We then presented Gill with our 50th anniversary USARM ball cap. Everyone that worked this event was given a hat and shirt on Sunday night. Some members not present have asked about their hat and shirt afterwards. The shirts were provided by SCRAMP and since everyone is on a reduced budget this year, there were only enough shirts to cover the worker contract. Each member is entitled to a hat and anyone working a club event since then should have received them already. We do have more hats for sale if you're interested. Since Rosebud had managed the T-shirt contract which weren't finished till the night before with the company physically moving locations over the holiday weekend, the tear down of the silk screens had not happened till Monday afternoon when we received a call for "any last request prior to teardown". We were able to buy more of these beautiful shirts with the 50th anniversary printing and were placed on all existing USARM Logo shirts and sweatshirts we had in stock. As we were out of some sizes, we have refreshed our supplies and everything can be bought directly from our Treasurer Rosebud. We have t-shirts, long sleeve shirts and sweatshirts available in sizes from Small to XXL.

With the ceremonies out of the way, we proceeded to conduct our annual corporate membership meeting with over 70% of the members in attendance. I presented a brief history of our club and our current corporate status and explained the benefits of re-incorporating as a "mutual benefit membership corporation". This is still a non-profit organization but not a tax exempt corporation. We will be paying taxes, so that you don't have to. Unless you received more than $600. /year directly from USARM there will be no 1099 forms at the end of year. We then took a few votes that were required and will guide us as we continue to write our new by-laws and policy and procedure manual. Bottom line here is that this organization belongs to all of us and we each will have a equal vote. The two most important issues that we voted on were:

       
1. Members were asked that if they only work the one USARM event per year (bike race) would they be willing to give up their right to vote?
  a. Answer - a majority voted NO- they want to keep their privilege. We sincerely hope that you all take advantage of that right and vote in the future as in the past voting has been approximately 40-80 members electing the board. We will try to use something like "E-invite" for voting in the future instead of mailing ballots out, so keep USARM informed as to any email changes.

The second vote was also very important in that the amount of time that the current board has put in over 200 hours in forming the new corporation. We meet every other week with our lawyer and are doing training and setting up a real corporate structure which is about 50% complete on finishing all the paperwork and manuals required. We also meet 1 or 2 times a month on the side for regular board meeting and other work related issues. Since this board has been very cohesive, our goal is to finish all this work by late fall in time for elections.following:

       
2. We propose that we forgo elections for board of directors for 2010 and continue next fall with the normal rotation of board member as per the by-laws which still need to be approved by a membership majority?
  a. Answer - a vast majority voted YES. We thank you for your support and faith in us.

Membership update - October 26, 2009

Hello everyone,

First I must say that I'm unhappy that we haven't got out a Grid since May. I'm not going to make excuses and I take full responsibility for the lack of information. This isn't correct and hopefully we'll do better in the future. There have been some changes since we I wrote my last letter which is also printed here. Let me quickly recap the last months events.

First off you'll find enclosed the quarterly reports from Rosebud that give an overview of our financial condition. You can see that we are waiting on funds owed us from the MotoGP for the T-shirt deposit and from Coronado Speed fest where we paid for the member rooms since someone had gotten into their bank account and emptied it. So for the year, we have maintained the sufficient funds for the coming year. We hope to have these funds very soon back in our account earning interest.

We have also lost a contract that we had for many years. POC has decided to go with another organization whose members come from our membership. I do feel that most of this comes from Kati James who is POC's steward and a conflict of interest that exist there. They have put the contract in the name of another member and we wish them the best in the future. This will mean a drop in our yearly income of $1500 from equipment rental and save us $400 for equipment transportation cost.

Race tracks are trying to use their own workers more and more as the past years have shown. We will need to make adjustments in order to maintain a professional worker organization that is above and better than what the track now offers. Other race groups are having money issues as well with the economy in such a slowdown, the next year(s) may be a little softer. Things to consider include worker cost, equipment cost and transportation and housing at remote sites. The board has discussed working other events where we may not have the control and safety that we require. We have decided that some risks are not worth the reward. Remember that the fewer the number of course marshals, the more chance of something going wrong and possible serious injuries such as what happened at Thunderhill last year with 2 of our members working for the track there.

As for the corporate side, we have completed the By-laws and are now working on the policies and Procedures manual. We will publish both for your review once they are both done as the companion documents should answer most questions you may have. After a review time, we will ALL vote on adapting these documents. Just remember that all members voted to have the right to vote and the by-laws require a majority of the membership to actually vote to accept. We will try an electronic form of voting to see how it goes. We really need to have an active email account for all members for this to work. Sending ballots and documents to members cost over $2.00 /member. So please take a moment and update this with our webmaster, Mickey Housel as soon as possible. For those few that don't have email, we will of course send out the information.

2009 Elections

This is just a reminder that there will NOT be an election this year. It’s detailed in Ron’s letter.

We discussed this at the membership meeting at the Moto-GP meeting. Due to all the training with our Corporate Counsel, and the 200+ hours of training required, we put it to a vote of the members to retain the current Board of Directors for one more year. We still have corporate training to complete and we are actively involved in writing up extensive policies and procedures for the club. The vote to retain the current Board for one more year it was passed with between 85-90% of the members voting to retain the current Board as is. We will hold the current Board Members for 2010 and then elections will start up again per the normal process for the elections in the Fall of 2010.

 
The USARM Board recently decided to go "Green" and thus a new era has begun for the USARM Grid. We do realize that there might be some that have internet access that still would like a printed version of the Grid. Choose below which version of the Grid you'd like to download for print. You can get a color or black and white version in either Microsoft Word or PDF format.

If you do not have Microsoft Office to open the DOC file you can download Open Office which is open-source software which will allow you to open and print the DOC files. You will need Adobe Acrobat to be able to print the PDF files. You can download Adobe Acrobat Reader.

US Grand Prix Thanks from Ted US Grand Prix

I want to thank everyone for a great weekend. Everybody pulled together and realized the importance of the Track Inspection. In previous years we had workers in the Paddock trying to get autographs during our Track Inspection and we failed. I've been trying to weed out those type of workers, so it doesn't happen again. We got high marks on our Friday Inspection. We were told it was the best Friday Inspection of the year. Saturday and Sunday's Inspection were "Excellent". 3 Inspections, 3 laps, 3 days. We have never done that. Usually it is 2 laps on Friday and sometimes 2 on Saturday. Everyone pat yourself on the back, for a job well done.

I want to thank all the workers who were put in positions of responsibility this year. It was a step up, but I knew you could handle it. Thanks again!!!

We got high marks from Race Control during the MotoGP session for doing our usual job of clearing the Track of incidents, so racing can continue. Thanks to all the response teams for being on top of everything.

There were a few complaints about things from workers and I'll address them later.

I had no complaints from Dorna, FIM or Laguna. Best weekend so far.

We had lots of new workers this year and I hope they enjoyed the experience and will return next year.

Moto-GP - Thank you from Ken

First, I want to thank all of you for coming out to support the club and to work this World Class event at Laguna Seca. I’ve been involved with USARM for over 20 years and from my standpoint this year was the smoothest, easiest event yet.

The morning sign-outs went smoothly. At the end of the day when you would bring your flags back to me…. You would let me know if there was a problem with one of the flags. That was so helpful because it gave me the time to fix the flags that night so they were ready for you the next day. The flags were all returned each night quickly and completely. In other words…. You all made my job so much easier because you let me know the problems up front. That helped ensure we didn’t have to scramble early the next morning to fix a flag or get a replacement flag set out to a flagging station.

It was great meeting so many of the new members too. I know the 4th of July was a pain for lots of you which makes me appreciate you all the more since you spent it with us at the races.

I hope you enjoyed the weekend and the Barbeque on Saturday night. I also hope you got to the membership meeting on Friday night to hear about all the work our board has been doing to get our club re-incorporated properly. We’ve spent hundreds of hours working on this since the beginning of the year and we are now properly incorporated. We are continuing to meet with corporate counsel to sure that our club will remain financially healthy and the corporation will remain in good standing, for many, many years to come. I personally appreciate the vote of confidence you have given us.

Thank you again Everyone. It was a pleasure to meet those of you I had not met before and it was great to see so many of our USARM family who come back year after year.

Pre-Historics - Laguna Seca

This years Pre-Historics might be the last one. Steve Earle is not promoting the Monterey Historics after this year. Laguna Seca is taking over the event next year. Steve is going to help Laguna out next year with all the logistics of putting on an event of that magnitude. The Pre-Historics have always been an overflow event for the Monterey Historics. Cars who did not make the big show or for drivers who have never been to Laguna to get some track time the week before the Historics. We won't know until next year if a Pre-Historics is on the Laguna schedule.

This years event went very smoothly. We only had 8 groups with around 230 cars. I don't recall any major incidents. Advanced Fire and Rescue was there to take care of any incidents on track for us as usual. John Boookman was subbing for our regular Steward, Bill Haener who was home with his wife Claudette, who lost her battle with cancer that Sunday. She was a wonderful woman who never had a bad thing to say about anyone. She will be missed by all who knew her. It was fun to work with John again. It has been a few years since John was a Steward and we worked together like it was yesterday. I had a good group of workers who did their normal great job. Steve Earle said to say thanks to the workers for another good job and I say thanks also.

Russell Schools August Russell had good weather, not too hot and not too windy. It was the weekend before the IRL race at Infineon Raceway, so the planners at Russell decided to run the same track configuration. Russell put on an exhibition race on Sunday of the IRL weekend and a few of the actual student drivers participated. The rest were instructors and mechanics.

On the Russell weekend they set up the track using the dragstrip at Turn 7 with the NASCAR Turn 7 exit (Bottleneck) and Turn 9A (chicane) along with the short Turn 11 (in the infield). It is an interesting course, very tight with lots of turns and not much straightaway. Consequently, there aren't many places to pass either. The drivers had to work for every position: we had 7 students.

September brought warmer weather for Russell, but only 4 drivers turned out. That made it rather boring during the race on Saturday. But on Sunday the pack stayed bunched up for quite a few laps and the first and second place drivers traded places several times until third placed passed second and began a dual with the leader. The pole sitter ended up winning the race, but they all gave us quite a show.

There are two more events in the Russell racing season: October 17 and 18 and November 13 and 14. That's a Friday and Saturday. Russell has finished the season like that for the past three years. The banquet is normally held on Saturday evening after the races are over, and the drivers don't want to race the following day after a night of celebrating. At the moment both lists are full for both events with waiting lists.

The new "training test" was given to all workers in July and everyone passed with only a few missed answers. That gave us a basis for several discussions on training and technique. It looks like that test will provide a good starting point for a comprehensive training program. Once we develop a method to administer it, we should be able to get the membership certified and start training those that need it. That will help bring our Club more in line with the requirements for incorporation.

 
Exciting News

From Jan : A beautiful text message came through today from Shelley Ulry and Rene Pedroza with pictures of their hands with rings on their ring fingers. Shelley and Rene were engaged just prior to the Moto-GP and have now married! That was the BEST message I could have ever imagined. Ted got an email on the same thing today. Shelley blames Ted for them getting hitched because Ted put Shelley with Rene at Turn 2 a few years ago. The rest of it has been sheer magic. They are a really Cute Couple who truly accent each other in so many ways!

Congratulations you two! We wish you all the love in the world!

 
Frank Figueroa 1951-2009

1951-2009

Frank Anthony Figueroa Jr., 57, of Yuma, died June 28, 2009, in Yuma.

He was born Oct. 28, 1951, in San Jose, Calif., and was an audio visual controller.

Long time USARM member Frank Figueroa left us for that racetrack in the sky this summer, just before the MotoGP event at Laguna Seca. Frank had been a member since 1990 and was a regular at all of the motorcycle races. He’ll be greatly missed by many who had the chance to work a corner with him or share a beer at social. Godspeed Frank.

USGP 2009 Cornerworker Camping Rosebud Vlastelica : This picture has everyone I love to hang with and enjoy spending time with ( only 1 missing, Tyler May). Rachelle was taking the picture also. I had my two white boys, great son-n-laws, Ross & Dylan, my baby girl Lana May, big brother Ron and LIFE LONG BEST FRIEND Frank Figueroa. Whom we all are going to miss ever much.R.I.P. This is at Laguna Seca Raceway workers camp, and was the BEST RACE WEEKEND I have ever had in 30 years working the races. And that means alot to me. Well, being the leader of the pack with 1400 rice rockets behind my Harley doing a parade lap was right up there also. CORONADO SPEEDFEST - NAS CORONADO

This years Coronado Speedfest was an HMSA event instead of a General Racing event. The only on track difference was that they added a Historic NASCAR group and that made 9 groups instead the usual 8 groups. There were a few off track things that had to be worked out as they happened. That's pretty much normal for a group running an event for the 1st time. Everyone went with the flow and I want to thank everyone for their patience while things were worked out. We had no major incidents on track, so staying on schedule was not a problem. There were a few new workers who did a great job out there. Everyone worked together on Sunday when we had radio battery problems towards the end of the day, so we had everything covered until replacement batteries were delivered.

The Saturday night social back at the hotel was fun as usual. Bill and Irene Wells joined us as they didn't get a spot in the paddock for their motorhome, so they couldn't do their usual beer & brats Saturday night. We had chips & salsa, cold cuts, fresh fruit, pizza and the famous slushy machines (margaritas and something white).

I think a good time was had by everyone. The weather was good, not too hot, no real fog in the mornings. They did a LCAC (Hovercraft) demo at lunch. Workers got pace car rides in the morning. One of those big C-130 cargo planes took off on the other runway on Saturday or Sunday. That was impressive to watch. It's amazing something that big can actually fly.

The only regret I had was working the San Diego PCA event on Thursday. I had no say in the schedule and had no idea on what was going on until I arrived Thursday morning. No one knew except the PCA people who had their meeting at 6:30 AM on Thursday and informed HMSA what they were going to do. We did feed on feed off all day with no breaks or lunch break. Thanks everyone for working through that difficult part of the weekend. I don't think they will be back next year. Cris (HMSA) and the PCA people did not see eye to eye and had a few very heated discussions on Thursday afternoon.

Thanks again to all the workers. Hopefully we'll go back next year and do it again.

A Heartfelt Thanks

The last couple of years for me have been a series of challenges and rewards. Going back to school and getting all the training and certifications I'd wanted for a long time was a definite reward. Dealing with the loss of both legs in less than 17 months wasn't part of my pit strategy. However, sometimes ya just gotta throw the wrenches at it and get back out there making laps and getting the best finish possible. That, the love of a great woman, family and extended family like USARM have gotten me through. The visits, calls and emails while I was getting back to "normal" helped me keep on the right path and keep a good attitude.

I've always been a supporter of our annual raffle as it always benefits a good cause, helping those that need assistance and help in a variety of situations. Even though it's been several months since I found out that I was the beneficiary of this years proceeds, I must say that I'm still a bit stunned and surprised that the board decided to do this. Jan called me from the frog pond on the Monday morning after the MotoGP event to fill me in on what happened over the weekend and how things went at the track, etc. When she told me she had "other news" and filled in the details, it was all I could handle. I was crying like a 6 month old baby that wants it's bottle. I want to give a huge thanks to all that participated in the raffle, I heard there was some pretty cool stuff given out. A special thanks to those that stepped forward with donations above and beyond the raffle, ya know who ya are. With all that help, I'll be able to have a van that's equipped with the hand controls needed for me to be mobile again.

To say that it touched me that my trackside family would reach out with support in this manner, would be an understatement. Many folks don't ever understand what it's like to have friends that are often more like family than real family seems to be at times. I've often told "outsiders" that USARM is like one huge extended family that works, plays, laughs, cries and fights together. The key word being together. We protect & watch each others back on track as well as off it. I've seen numerous times where a member had a problem and others immediately jumped in to make sure things were quickly resolved. I just want to let all of my USARM family know that I truly appreciate your help, well wishes and support. It means more to me than I can find words to express. Hope to see y'all in 2010 at the track.

Financial Report - Rosebud has a detailed year to date financial report. We will get that to Mickey to post in the GRID.

Grid - Grid articles. HUGE Thank you to the workers and news release on the weekend.

   
Training
1)    Moto-GP Training – TM Training completed, worker training completed. A little more information up front. Work more on TM training so they can then be more prepared for daily worker training. It went well.
2)    Other Event Training – Drill down on the specifics.
   
Corporation Status
1)    Assets $47K Value for the Corporation. Bank Statement is going to have to get into Quick books. Rosebud has a contact who knows Quick Books. Motion to allow Rich to have a person set up our books online and train him on how to enter it. - MSP
2)    We are cleared to go ahead and open up the new corporate account. We have the corporate identity set so we’re ready to move forward. Basic Business Banking with Interest. $5K balance minimum. Daily accrued Interest. We will close the other account and open a new one.
  Do we want to do a transfer of equipment at the same time? We will go over that with Angele tomorrow night.
  We will open the new account with some of the funds from Moto-GP.
   
Inventory Status
1)    Need more yellow flags for AMA if we have them next year.
   
Client Updates
1)    Update on Russell situation from Jim Short – New contract sent to Ron and Jan for review.
2)    Skip Barber – They’re cutting down on everything so it may want to cut down on the number of workers.
   
Moto-GP
1)    Update from Ted - complete.
2)    Membership Meeting results – Majority wants the right to vote. Vote on whether they be willing for us to continue for at least another year by a show of hands was passed by approximately 80%.
3)    Social – BBQ went well with a few hitches.
4)    Raffle – Raised lots of money for the Van for Mickey. It sure came as a surprise to him.
5)    Donation for Mickey – Fundraising – Raised about $1,250. USARM will match that to make it $2,500. $898. Plus $200 cash donation. Jan to send Rosebud some more cash. We will continue collecting monies. Diego Martinez works for Subaru and with the Lions Club approached Ron after the meeting. He will get us in touch with the Lions Club in Reno and they will help with getting the van for Mickey.
6)    Awards – Went Well. The awards were BEAUTIFUL.
7)    De-Brief of other issues.
   
Round Table
1)    Jim will send email with updated Russell contract tomorrow.
2)    Ordered about 60 more T-shirts with the Anniversary Print on it.
3)    The USARM Logo shirts and sweats now have the Anniversary Logo printed on them.
4)    Pins, stickers and patches and hats will be sent to Jim for Russell workers.
5)    Once the new account is set up we will have the concalls apply to the new account.
6)    One Extinguisher was refilled – invoiced and paid by Rosebud.
7)    Lots of Corporate Junk Mail coming in now.

Minutes USARM Board Meeting
September 15, 2009

Special Guest - USARM Member – Corporate Counsel – Erica
1)    Concerned for the club about legal tax issues of old corporation versus new corporation. New Corporation is USARM, Inc. Not the full name.
2)    Reviewed Contract approval policy.
3)    Check signing policy – if the check is over $X maybe require 2 signatures.
4)    Trade-Mark Issue. Should be no issue due to totally different business. We can also get our logo trade-marked and our name. $275-$325. Then 5-6th year updated. Then renewed every 10 years. Erica will help with that. On the trademark application we have to let them know when we first started to use it. Do we want to start when we first started to use it? Check with Angele for liability can we use the 1959 date or should we use the 2009 date.
5)    Motion to cover cost for dinner with Erica where some of the Board will have a face to face with her to review docs and discuss further. MSP
   
The Board of Directors thanks Erica for offering her time and counsel on our new set-up. We sure have lots of talent in this club!

Financial Report - Final checks from old account mailed. Rosebud is moving funds into the new account.

Grid - Need to check on last Grid online. Need new Grid out.

   
Training
1)    Formal Training documents for each event. What has to happen to call an alert? Impact, rollover or fire, driver slumped over. Separate document of reach different client since their procedures are different – one club from the other.
2)    Review with Event Managers.
3)    Send Event Training listing to all Directors - Jan
4)    Certificate should say they have passed the training.
5)    Put the test online. Have them take the test and submit it online. Who would grade it? How many times can they retake the test if they do not pass?
   
Corporation Status
1)    Next meeting – Wednesday September 16 – 7:00 pm
2)    By-Laws Review – We are very close to being done.

1)    Trailer Key – Got it back.

1)    POC – Email received and discussed.
2)    PCA – Ron emailed them and followed up. No reply yet.
3)    NASA – Approached by Nasa to work their events. Safety concerns still exist. We will look into this further.

5)    Russell – Contract has been fine as is. 2 more events this year.
6)    Skippy – Send letter to Skippy regarding new contract.

Financial - Quarterly reports completed. Funds still due from HMSA - $4K+. $1,000 still due from SCRAMP for the deposit on the t-shirts that we covered. Old Checking account is now closed. Everything is being done through the new account.

Mickey will post the quarterly report on the GRID.

Yellow Pages – Letter handled by Ron so we are now officially in the phone book and on 411 information.

   
Status of Grid
1.    About ready to go. Ron gave Mickey the go ahead. Ron and Chris Vlastelica will mail out Grid to those without email.
2.    Notification of Election Status for this year – Jan to put something together to send to Mickey - sent.
   
Clients
1.    POC – Letter – Ron – Kati sent letter to Ron and Chris that came from Nancy. Social Security numbers were reported wrong by POC. Equipment rental – do we owe taxes on the rental? No - we do not since we were not a corporation at the time. Tax responsibility goes to the person who signed the contract. There are 2 events we may owe for. Jan to review.
2.    PCA – We are not doing anything with them. No response to Ron’s letter
3.    NASA – Ron talked to Bill King about NASA.
4.    HMSA – No further updates
5.    Russell – No new contract yet. Ron sent contract for signing to them. They are planning on us for 2010.
6.    Skippy – Jan to check on status.

Roundtable
1.    Logo – We’re going back to old Logo with no motorcycle or car in the triangles. And only one “L”. Ron will run that by Angele.
2.    Jim – We want to put worker training test on the web. He’ll do the grading of the tests and we’ll figure out a stamp or something to do to mark their membership cards with the training. Mickey will work on about putting it on the website. Need to look at the Certifications document.
 
How do we do the signature? Jan to find out from Linda at IMSA.

Here are the 2009 Board of Directors of the United States Auto Race Marshals. The Board of Directors are responsible for the operations and guidance of USARM. This includes the many club events that USARM staffs at many different race tracks, as well as any major events which USARM is involved in, such as the international Moto Grand Prix race held annually at Mazda Laguna Seca Raceway.
